FsLogix - Vmware VDI - 2 storages - global entitlements

Hi.
I'm looking at FsLogix on Non-Presisten desktops - Vmware Horizon VDI.
I have users located in 2 cities, with 1 local storage in each city.
In AD, all users of city 1 is located in "City 1 users" security group, and the same for city 2.
Since we are using global entitlements, users in city 1 can get a machine located in city 2, and i want to create a policy that no matter what, users in city 1 will always connect to their VHDX file on storage located in city 1.
In AD we have devided the OUs like this:

But, since the GPO is a computer configuration policy, i'm not able to delegate one policy defined by users group. I have to "apply the policy" for Domain Computers as well, and then the policy that runs last will overwrite the first one, and users in one of the cities will get the wrong storage location. If i uncheck "apply the policy" for domain computers, it will not run... even if its check "apply the policy" for the user group.

Someone here with experience with 2 storages for FsLogix VHDX files?
All our policies are running on the Computer OUs, since we have so many different roles and clients, and it depends what kind of desktop users needs and what policies they actual need.
