It's your preference. I do for simplicity in administration. There's no requirement either way.

HYper-V host was configured on Windows server 2019
New Hyper-V Virtual machine was configured as server 2019 domain controller
Q: do I have to join the Hyper-V host to its Hyper-V domain controller? or leave the host system as workgroup?
what are the advantages and disadvantages for each case?

I do join the host to domain but you can do either way. Makes administration simpler to join them. I have multiple hosts and domain controllers on all of them but even with a single host setup logging on with cached creds should not be an issue.

Cached credentials allow a user to access machine resources when a domain controller is unavailable. After a successful domain logon, the logon information is cached
