Hello Team,

Our External client provided .pst file in our azure storage for exchange 2010 Mailboxes and one of my team member Copied over contents of PST to a newly created folder in user's mailbox called 'Exchange 2010 Emails;.

Copy .Pst contains to new folder - Is this Migration or not? Can we add domain to O365 from Exchange 2010 after copy mailbox content to o365 user'mailbox?

Please note: External client cannot provide us any permission to exchange server due to client policy(Not possible for staged/cutover/hybrid).

Yes, migrate mailbox in the way of PST is also a common migration mode. Use network upload to import your organization's PST files to Microsoft 365

About adding domain to Office 365, you could have a look about this article: Add a domain to Microsoft 365

After adding domain name and changing DNS record to Office 365, your old mail server will cannot use this domain name.

There are two ways you can import PST files to Microsoft 365: Network upload. - Upload the PST files over the network to a temporary Azure Storage location in the Microsoft cloud. Then you use the Microsoft 365 Import service to import the PST data to mailboxes in your organization.
