MDS entity admin issue

Hello,
in MDS 2017 I'm trying to set a user as entity admin but whe I click Save I get the following error message

500054: The permission cannot be saved. Admin permission can only be set on a model.
Correlation ID:xxxxxxxxxxxxxxxxx*

I've tried with different users and groups on different entities with the same result.

Any ideas on what can cause this issue?
