I have a problem related to encrypted files..
I applied AIP to the users, I tried to send a mail containing an encrypted file and send this mail to the on-prem mailbox, But the user was unable to open this encrypted file with the label "encryption-only".
and also send a mail with the label "recipients only" and the suer couldn't access it.

Is there any detailed error message when user open the encrypted file? What is the version of your exchange server?
Please make sure you have configured directory synchronization between your Active Directory forests and Azure Active Directory. For more details: Supported on-premises servers for Azure Rights Management data protection
