Trying to download whois generates an error message

Hello, I'm able to navigate to https://learn.microsoft.com/en-us/sysinternals/downloads/whois without issue, but when I click on the link to download whois.exe at the URL https://download.sysinternals.com/files/WhoIs.zip I receive the following error message:

    Do you still get the issue, Kyle?
    I tried both logged in and with inPrivate and got the zip file.
