i have a problem with AppServiceDomains

i have a problem with AppServiceDomains Deployment
with an Error message
{"code":"DeploymentFailed","message":"At least one resource deployment operation failed. Please list deployment operations for details. Please see https://aka.ms/DeployOperations for usage details.","details":[{"message":"Resource cannot be created because the subscription doesn't have a sufficient payment history. Refer to docs for more info. https://go.microsoft.com/fwlink/?linkid=2172552"}]}

note: i have already added a credit card and it's covering the fees
