When trying to open een xls-file, the following messages appear : Configuring your computer for information Rights management. After several minutes the following appears: You are not signed in with an account that has Permission to open this workbook. You may sign in a new account into Office that has permission or request permission from the content owner. When selecting add account with my Nokia-address we go back to step 1. This also appears with files I created and stored myself

For better understanding the issue: Have you signed through Azure Information Protection license assigned to the user or not?

May I know which version of the outlook client that being used to access this attachment? May I know what exactly are you trying to accomplish?
Can you, please elaborate bit more on your query?
