From document Tutorial: Send push notifications to Xamarin.Android apps using Notification Hubs, we can find that the document was last updated on 12/23/2021 .

And we also could find the note included in above document, just as follows:

The steps documented in this tutorial are for Visual Studio 2017.

So, the documentation is not up to date. You can set the Android version: (Target framework) field according to your needs.
