To accomplish your scenario, you need to set up disaster recovery to a secondary Azure region for an Azure VM. I think you are talking about MySQL which is PaaS and it will have its own DR Capability - https://learn.microsoft.com/en-us/azure/mysql/single-server/concepts-business-continuity for VMSS, YOU can still think of DR. However VMSS workloads are stateless. So, not sure if it will still be required. If you need further assistance, I suggest contacting Azure technical support team by raising a support ticket.
