I am not able to upload my driver on partner portal and geting the erorr Unable to extract and upload PackageInfo.xml

I am attempting to upload a signed CAB file to the partner center driver page for attribution signing (https://partner.microsoft.com/en-us/dashboard/hardware/driver/New), and am getting an error:
Unable to extract and upload PackageInfo.xml.
I have tried old package, getting same error even though this was certified package.
