Some users are still able to edit files shared as View Only

I have the Business version of Office 365 and when I send out a document or folder shared link as View Only, some users can still directly edit whatever was shared as though they were the owners. I thought it may have something to do with Sharepoint permissions (Read/Contribute), but a user with the Contribute permission was unable to edit the document, which is what I was trying to do in the first place.

Any tips?

    Based on your description, I tested it in my environment.
    I used the following ways to share, but the result is that users do not have permission to edit.

    1. Share via email:

    3. Manage Access--> Stop Inheriting Permissions and then directly Grants permissions to the users:

      Since there is no way to reproduce your problem, it is recommended to do some troubleshooting first to narrow down the problem:
    4. First check the permission level of the shared user to see if there is only View Only permission. If there are other permissions, please remove them.

    5. If the shared user really only has View Only permissions, it is recommended that you stop sharing, remove all permissions of the shared user, and then re-share.
