Az consumption usage list does not seem to work for some subscriptions.

Below is the error I get when I use az consumption usage list. Is there any new api version update I should be aware of?
why does it work for some subscriptions and not for others?

(400) Subscription scope usage is not supported for the current api version. Please use api version after 2019-10-01 (Request ID: 24d7d86b-9242-4e7c-afa3-dff9372b4e7b)
