License terms for PAK

Hi team,

we would like to use the REST-API for PAK https://learn.microsoft.com/en-us/academic-services/project-academic-knowledge/ commercially.

The terms which are associated to this(https://www.microsoft.com/en-us/research/uploads/prod/2019/05/Cognitive-Research-Technologies-Terms-of-Use.pdf) and especially this: https://azure.microsoft.com/en-us/support/legal/subscription-agreement/ seem to indicated that we cannot use the data obtained from the REST-API commercially, by for example displaying citations in our product to customers.

Can you please let me know if my understanding is correct? Is there a commercially usable version of this?
