How to Install KD (Kernel Debugger) on Windows 8.1 with Visual Studio Enterprise 2015

I've installed VS 2015 Enterprise on Window 8.1 Professional. I thought that KD would come installed with Visual Studio 2015 Enterprise but does appear to be installed. Can someone tell me which WDK version has KD integrated as part of the package ?

When typing KD at the prompt I get the following error :

C:\WINDOWS\system32>kd
'kd' is not recognized as an internal or external command,
operable program or batch file.
