Daylight Savings Year Round

Many states have introduced bills to change the time to year-round daylight savings time. Within the different Windows operating systems there does not seem to be a way of keeping DST active throughout the year with the only solution being shifting the time zone to one east and not applying DST. Are there any other ways of accomplishing this? Is there any movement within Microsoft to get ahead of this and add additional functionality to keep DST active year round?

    "Each DST and TZ update that is released through Windows Update (WU) will have the latest time data and will also supersede any previously issued DST and TZ update."
