Windows Configuration Designer provisioning package to select region and keyboard layout

Question

I see no way to get region and keyboard layout pre-selected. And the package has

        <OOBE>
          <Desktop>
            <HideOobe>True</HideOobe>
          </Desktop>
        </OOBE>

So there is no keyboard screen during OOBE

Is the only way really to need to add autounattend.xml or Unattend.xml

WCD is really for packaging/provisioning UWP applications. Recommend using Windows System Image Manager to create the unattend.xml file, or create an OOBE.XML file: https://learn.microsoft.com/en-us/windows-hardware/customize/desktop/oobexml

Ofcourse I can do that, pity WCD can blow whole OOBE, but do not provide any settings
