unable to regenarate the primary and secondry keys for log analytic workspace

when i was deploying the log analytic agent primary and secondary keys must and should but azure portal its not visiable

Even i have tried this link but am getting resoponse code 409

    If you do not have the permission, please have a look here and check if you have any of these permission.
    Default built on roles for log analytics.
