Laptop getting stuck on dell logo after the Feature Update

When we upgraded the machine from 1809 to 1909 it upgrading the machine but on the last reboot machine get stuck on dell logo and it doesn't do anything until you force reboot few times.

Machin only getting stuck on dell logo if the machine is on VPN if the machine is the local network it works fine

Once login to machine you can see that machine was upgraded successfully.

All machines are being upgraded from sccm using Windows 10 Service Plan.

    Open Device Manager
    Find Network Adapters
    Uninstall WAN Miniport (IP), WAN Miniport(IPv6) and WAN Miniport (PPTP).
    Click Action > Scan for hardware changes
    The adapters you just uninstalled should come back
    Reboot and recheck.

    Machine only getting stuck on dell logo if the machine is on VPN if the machine is the local network it works fine.

    1.Since we go to the full OS, for trouble shooting this issue, did we check the WindowsUpdate.log and event viewer on our client side to see if there is any error in these logs?

    2.Based on my understanding, VPN requires the connection to the internal environment. With the VPN environment, we need to add the IP range of the VPN clients as a boundary to Configuration Manager may like the image below:
