SQL Advanced Data Security - Determining Metered Sources

With ASC - Advanced Data Security for SQL. (ADS)
Metering:
In cost management I identify that ADS is accounting for a disproportionate amount of my bill... I understand the metering in terms of baseline + hourly vcore. However i am struggling to identify the sources feeding the meter here... What I fear is that developer instances or workstations with sqlexpress may be feeding the meter on ADS for sql, but i cant identify the metered sources. Specifically what on-premise OR azure resources are feeding this meter.
If it is the case that I want to limit the scope of ADS for SQL only to specific resources is the only option solution targeting? If that is so where can I specify that?

  1. How can I identify the resources feeding the meter for ADS.
  2. How could I potentially target only specific resources for ADS coverage?
