Can I export a Form Recognizer model to be used by an offline Mobile device?

As a project requirement I need to be able use a form recognition model on an offline mobile device. Can I do this with a Form Recognizer model?
I have seen the documentation for computer vision https://learn.microsoft.com/en-us/azure/cognitive-services/custom-vision-service/export-your-model
