HDAudio.sys load problem:CM_PROB_UNSIGNED_DRIVER under WinPE

I want to add HDAudio.INF into WinPE. I copied the whole folder from Windows\System32\DriverStore and then used DISM to inject to WinPE boot.wim. But after booting to WinPE, running 'pnputil /enum-devices', it shows Problem:CM_PROB_UNSIGNED_DRIVER. But I cannot find driver load in setupapi.dev.log Why is an inbox driver reported as unsigned?
