Transfer subscriptions

Hi Experts

one of my user lets say user1 has an account in EA portal and i can see he has 3 subscriptions, i have requirement to transfer these 3 subscriptions to other user since user1 is leaving the company, so i have created a new account in EA portal with user2 and i have transferred subscriptions and changed account owner to user2. when user2 logs into ea portal user can see the 3 subscriptions but when users logs into azure portal, https://portal.azure.com, user is not able to see the 3 subscriptions, experts guide me on this.

    @RogerRoger-2394 It seems you have transferred the subscription under the same tenant. The new account admin has to change the service admin and should be able to see the subscription.
