I would like to know if the free $170 Azure account credit can be used to pay for a Microsoft Certification Exam. Thank you in advance.

No, balance that you get with with free azure subscription can be used for practicing azure services only.

You can search for Microsoft virtual events and when you attend this, you get free certification voucher. Also there is ignite event challenge going on, if you complete one challenge, you get voucher
