We are acquiring a small company with a cloud only tenant (25 users). We have created the user accounts in our AD with a new email address/domain. We will be joining them to our domain and migrating their email, calendars, sharepoint, onedrive, etc to our tenant. What is the easiest way to do this with without spending a lot if any money. I do not see the 'cross-tenant" option under migration in our exchange portal. So far it seems the only option is to export to a pst. We only have E2 and Azure Information protection P1 licenses. They will get MS 365 business standard

Considering that you only need to migrate 25 users,, I think exporting the mailbox to a .pst file is the quickest way.
In addition, if you want to learn about other migration methods, Microsoft recommends that you use a third-party migration tool for migration.

After researching it seems just exporting and import pst is the most cost effective way. Thanks

The easiest way? get onedrive and sharepoint with "mover.io"
The user could just export the mailbox from outlook and safe is as an .pst file.
If the new accounts are ready, they just have to login to their new email adress and import their pst mailbox... thats all.
it is fairly easy for the users, they just have to click "file" and then click on the export menu. If you create them 2-3 screenshots they should all get this done by themself.
I was looking at that and I got hung up on this permissions request: I also didn't see where the cost was?

Forgot to ask if you have used it and is it just for the data you are moving or all your data? Was there a cost, if so what is it?

According to my research on "Mover", we could know the following information from Microsoft's official article. So we could not migrate mailboxes by using Mover.
Please refer to: Microsoft 365 FAQ
Mover only migrates data from:
An individual's online drive storage, such as OneDrive, MyDrive, etc. or
Data located in a shared drive, including Dropbox Team's Folder, SharePoint Document Library, Google Shared Drive, etc.
Mover does not migrate e-mails, mailboxes, contacts, calendars, site layouts/collections, etc.

Thanks for your response. Since there were not that many files for a small group. I just exported them using powershell.
