downloading updates 0% server 2016

Hi,

We having an issue with installing Windows updates on some of our servers 2016 that are Hyper-v VM's, when try to install the updates it hang on 0% download and nothing happens, I did try to rename the SoftwareDistribution folder, but cannot do that because not able to stop the Windows update services, I even try to put the Windows update service in manual mode and reboot the server in hope that servers stop downloading the updates but that did not work as well.
I tried to install the updates manually on 2 of these servers and see the message that says copy the Windows update to the cache and just hang there as well.
Any suggestions?

    Thank you for your reply, the SFC /scan returen this:
    Beginning system scan. This process will take some time.

    Beginning verification phase of system scan.
    Verification 100% complete.

    Windows Resource Protection found corrupt files but was unable to fix some
    of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
    example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.

    Any suggestion?

    but time may be better spent standing up a new one, patch fully, migrate over and move on.

    Hi,
    Use DISM. Open an elevated command prompt and run the following command and hit Enter:
    Dism /Online /Cleanup-Image /RestoreHealth
    This command checks for component store corruption, records the corruption and FIXES the corruption.

    If that doesn't work then you may need to analyze the CBS.log.
    Due to security policy, community support cannot download and save user’s personal data such as dump or log files,

    You'd better perform a repair installation.
