Failed Can't find VPP license for app (0x87D13B95)

I am having trouble with a particular user in Intune. It is actually a test user. When I try to install any application on a BYOD iPhone, I get the following error.

Failed Can't find VPP license for app (0x87D13B95)

The user uses to work with no problems, and our other test user can install any of the applications. The user is in all the same groups, which is not very many. This MAY have occurred when we deleted the Apple ID from Apple Business Manager. I am not 100% sure this is what caused the problem. The user can still successfully enroll our iPhone and iPad. The user has an Apple ID in Apple Business Manager. I did not create it, it was created when the test user enrolled the iPhone. Intune is using a user license to install the app on the BYOD device. Interestingly, Intune cannot install the app on a corporate device either. I get the same error on the device side as well. On the corporate device, the application is configured with a device license. Again, no other user has a problem with BYOD or corporate devices. If you need more information, please let me know.     For this issue, I have done some research. In our official article, I find the same error code. It is suggested to try revoking and reassigning the app license in the following link:

    The second URL (Gerry Hampson blog) fixed the issue for us. Once the Licence type changed from User to Device in Intune > Apps > iOS > app > Assignments the apps installed fine.
