I am getting this error message when I try to create a Purview account:
Validation failed with error: The template deployment 'Microsoft.AzurePurviewGalleryPackage-pvw-chiepurview' is not valid according to the validation procedure. The tracking id is 'c64fc48e-f5a0-42a2-a967-d820e19b7a2b'. See inner errors for details.
Within the subscription, I have these resource providers registered.

Thanks for reaching out. To better assist on this issue, could you please share the complete error message (including inner error details) that you are seeing? It should look something like below.
Sample error message:
Validation failed with error: The template deployment 'Microsoft.AzurePurviewGalleryPackage-XXXX' is not valid according to the validation procedure. The tracking id is '74eadf43-84ba-45b7-919a-fc1450d82dfd'. See inner errors for details.
Detailed error(s):
21005 - The resource providers Microsoft.Storage and Microsoft.EventHub are not registered for subscription XXX.
Another thing to check is if you have any active Azure polies enabled which is blocking the new resource creation, please revisit the Prerequisites to make policy exception using tag.

Thank you for your feedback. This was addressed in this support ticket: Quota request for Azure Purview - TrackingID#2103230010002345
From the support ticket analysis this issue is related to quotas limitation for resources with Azure Purview. Please see below:
Since the quota limit for Purview accounts per region, per tenant (all subscriptions combined) has reached, this issue has occurred.
Workaround is to create a Purview account in different region or contact support to increase it in same region.
