The Feb 2021 and later ESU security updates are failing and reverting (KB46001366, KB5000844, KB5000856, KB5000800). I have the 1st and 2nd year ESU keys installed activated. The server also has an activated MAK key. I have all the prerequisite files to enable ESU's installed. All ESUs prior to and including Jan 12th installed without issue.

I would love to open a case but we do not currently have an existing service contract to tie a support case onto. I was not provided an option to purchase a support incident. I could not open a case online because I cannot select Windows Server 2008 Standard.

As you can see from the original post. We purchased ESU for this and other servers. We have a campus agreement. I tried to open a support case but because we don't have a service contract I was unable to open a support case. Which is why I turned to this site for support.
