No, you do not need. With SQL Server 2016, the Web Edition remains available only under the Microsoft Services Provider License Agreement (SPLA).
SQL Server Standard may be licensed using either of the models (Server+CAL or Per Core). SQL Server Enterprise is licensed using Per Core model only.
