changing selective startup mode to normal mode reverts immediately to selective before saving change-Server 2016 domain controller

Changing selective start-up mode to normal mode reverts immediately to selective after applying change.So basically saving change of startup mode does not work.This is on Server 2016 which is a domain controller. Also the issue is the server gets stuck on every week during reboot on boot screen with the screen displaying "Advanced boot options highlighting Repair your computer ".No issue with computer to repair the system as the system has been running fine without any error.Recently we changed the DSRM password and the behaviour has been different since then.Used msconfig to to boot into DSRM to change password but post that the startup is selective even though server is running fine. Please help resolve this issue providing an answer asap before this weekend restart causes issue again.

    To the other issue, not a lot to go on but the simplest solution may be to stand up a new one for replacement.

    I'd use dcdiag / repadmin tools to verify health correcting all errors found before starting any operations. Then stand up the new 2016, patch it fully, license it, join existing domain, add active directory domain services, promote it also making it a GC (recommended), transfer FSMO roles over (optional), transfer pdc emulator role (optional), use dcdiag / repadmin tools to again verify health, when all is good you can decommission / demote old one.
