Visual Studio android device manager requires admin rights?

I manage application deployment for a large educational department, and we're having a persmissions issue with Visual Studio as it relates to the Android Device Manager. When running Visual Studio as a standard user (i.e. student account), you are prompted for Administrator credentials (UAC) when opening Android Device Manager.

Tools > Android > Android Device Manager

My online searches have indicated that this was a known issue that was resolved in late 2019, but we are experiencing this problem on Visual Studio v16.9 for Enterprise, which appears to be the most up to date version at this time.

Does anyone have a fix or workaround for this issue? We cannot grant our students local admin rights over these computers for obvious security reasons.
