You could add the hyper-v role (as only role) to host, then stand up two virtual machines as domain controllers for the different domains.

Hi all, I have window server 2016 and promoted to domain controller as root forest method. My question is can we create an another new domain on the same windows server 2016 and we make add users and computer to both domain controller.
for example:
domainone.com have users doamin_one and domain_two
domaintwo.com have users like domaintwo_one and domaintwo_two.

On a single physical server , we can't do this.
If you want to create a new domain , you need another server.
Or you can create 2 hyper-v on the server and make them as DC for different domains as DSPatric said.
