Missing features in my Azure AD tenant

Hello!

Our AAD seems to be old.
I miss many features.
I tried to make some settings in the External collaboration settings, but many new features described in https://learn.microsoft.com/en-us/azure/active-directory/external-identities/delegate-invitations are simply missing.
My colleague told me that we are at least 3 month behind.

Question:

1. Why is this?
2. How can we solve this problem.

Restrict guest access permissions is a preview feature. To enable it, you need to sign into the Azure AD admin center with a global admin account. Then go to the Azure Active Directory overview page > User settings > External users > Manage external collaboration settings > select "Guest user access is restricted to properties and memberships of their own directory objects"

You need to be a global admin to configure these controls.

Thank you for your help, but if I compare your screenshot with my screen, than things are missing.
It looks simply different. I added a screenshot.
