I saw a website that has a nice font. The name of that font is Carter One. How can I install that on my windows and use that as my default font?

Installing fonts are easy but you have to make sure you are downloading them from trusted sources (since some malwares could be inside fonts). Take a look at:

This is a Google font: https://fonts.google.com/specimen/Carter+One that you should be able to download, unzip the packages, and the right click on the TTF file and select install.
