I went to Setting > Control Panel\Programs\Programs and Features > Uninstall the broken Microsoft SQL Server Data Tool first. Then, I was able to install it again without any error. Thank you!

If you have an antivirus program installed from the third party, you may need to disable it when you are installing the SSDT.

Error code 0x80070643 usually means that the packages are not complete and broken. Please clean the %Temp% folder, check and install all the windows update. Reboot your machine, disable all the AV software and firewall to perform a new SSDT installation from Download SQL Server Data Tools. Quote from this link.
