Virtual Machine reservation with status = failed

I have a Standard F4 virtual machine that I'm attempted to create a 3 year reservation for. After purchasing the reservation it was showing a status of pending on the reservation section of the azure portal. A few minutes later the status changed to failed. Does this mean my purchase failed? Does this mean that the purchase went though but the discount is failing to be applied to my VM? In either case how do I fix a reservation with the status of failed?

    Azure Reserved VM Instances for pay-as-you-go subscriptions are not available in Brazil, India, China, Taiwan, Russia, Korea, Argentina, Hong Kong, Indonesia, Liechtenstein, Malaysia, Mexico, Saudi Arabia, South Africa and Turkey.
