Deploy Photos App to Window10 LTSB 1607

Just trying to find some help about deploying Photos App to Window10 LTSB 1607.

We have a batch of new workstations with Window10 LTSB 1607 installed, and some particular users have requested to have Photos App deployed. I've tried to have the Photos App installed with Windows 10 in-box apps ISO, same as the method described in this post: https://community.spiceworks.com/topic/2176027-how-to-add-windows-10-apps-back-with-powershell. However, in my case the Photos app was installed, but it's not working properly. When Photos icon is clicked, the application will hang, and in Windows Event viewer I can see the app is complaining about activation (activation of application photos app 0x8024402c). And of course, these workstations are not internet connected.

So I have two questions please:

Can we manually install Photos app to Win10 LTSB 1607, would the licensing terms prohibit us from install it?

Is there any way we can install Photos app properly without internet activation?

    Try to use the following solution to restore the photo viewer:

    Although you can manage to add the Windows Store back to LTSB, so it should be possible to add the Photos app as well. Without internet activation, it can't work.
