Why can't I publish a game on Windows Desktop because of "Requires concept approval" (the game is not even targeted Xbox)

Hi, I'm trying to publish a game on Microsoft Store. The product is targeted at Windows Desktop only. But I'm still getting "Requires concept approval" when I try to publish the game.

According to the documentation: you don't need concept approval if you are developing a UWP game for Windows desktop or mobile devices (or if you're publishing a UWP app that's not a game, targeting any device). All you need is a developer account, and you can freely configure and submit your app to the Store through Partner Center.

So, what causes this then?
