Can CSP use Managed Service Offer to onboard a customer?

Hi Experts,

I understand there are 2 ways to onboard a customer

1. ARM/Powershell Template
2. Managed Service Offer

I just want to know if CSP partner can use the 2nd option, because I heard there might be some issues for this.

Managed Services offer includes one or more plans. Plans can be either private or public.

CSP partners can use public plans. but limitations such as below still apply :

• Private offers are not supported with subscriptions established through a reseller of the Cloud Solution Provider (CSP) program.
• Per the Managed Service offer certification requirements, you must have a Silver or Gold Cloud Platform competency level or be an Azure Expert MSP in order to publish a Managed Service offer.
