"Turn off the offer to update to the latest version of Windows" seems doesn't work

Dear,
I have turned on the setting
"Computer Configuration\Policies\Administrative Templates\Windows Components\Store\Turn off the offer to update to the latest version of Windows"
but the user still can download the latest update from "Update & Security"->"Windows Update". We do not dare to click the "Restart now" button since we don't want the latest version of windows. What measure can we do to prevent future updates? Especially we do not want windows 11 update in the future.
