Why is says my PC doesn't meet currently Windows 11 system requirements and processor isn't supported however PC has 2.3 ghz processor?

PC Health Check says My PC doesn't currently meet Windows 11 system requirements because the processor is currently not supported for Windows 11 however my PC has a 2.3 GHz processor and as per my knowledge for windows 11 it requires 1 gigahertz (GHz) or faster with 2 or more cores on a compatible 64-bit processor or System on a Chip (SoC).
How can I upgrade to Windows 11?
Currently using Dell Inspiron 15 3000 laptop.

The processor must be in the list and yours is not
For Intel : Windows 11 supported Intel processors

End users that cannot upgrade are blocked by not meeting the supported requirements.

As a work around if end users are willing to accept all risks they still can install Windows 11.

Doing it this way may allow the use of Windows 11 but you may not benefit from the new performance improvements.

End users can clean install Windows 11 on most computers.

End users may not be able to get automatic Windows updates nor Microsoft Defender updates.

On other websites there are end users with very old computers that have already clean installed and updated.

So the unknown is whether updates will work or fail at any time in the future.

Ordinarily Microsoft provides free telephone support for upgrade failures.

This may no longer be available for those that clean installed and are found to have unsupported hardware / BIOS /software configurations.

The Microsoft Q&A email notifications have not worked in my account for several days.
It is unknown how to troubleshoot this website failure.
It was reported in the feedback section.
