A device attached to the system is not functioning even after windows reinstall

I keep getting this message every time I try and connect to a network drive even after I reinstall windows and unplug literally everything. I checked device manager and nothing has a problem over there since I downloaded all the drivers. I got this message after my hard drive literally died on me but I took it out and replaced it. I've reinstalled windows at least 10 times and somehow there's still a device that isn't functioning.

Edit: The error only shows up when I try to connect directly to the network drive using the IP in explorer. It doesn't have a problem with connecting to network drives that show up in the menu. Only problem is these drives don't show up in the GUI.

In the left lower corner search type:

    a) msinfo32 (save as NFO, do not save as txt) > post a share link using one drive, drop box, or google drive
    b) dxdiag (save as txt) > post a share

Open device manager > click view > click show hidden devices > manually expand all rows > look for any row displaying a yellow triangle with black exclamation mark or unknown device > post images into this thread using one drive, drop box, or google drive

In the files posted I didn't see any messages related to a problematic device attached to the system.

There was a report that a driver was not digitally signed.

The file C:\Windows\System32\DriverStore\FileRepository\nv_dispi.inf_amd64_6f2a2658a0a99ab9\nvldumdx.dll,C:\Windows\System32\DriverStore\FileRepository\nv_dispi.inf_amd64_6f2a2658a0a99ab9\nvldumdx.dll,C:\Windows\System32\DriverStore\FileRepository\nv_dispi.inf_amd64_6f2a2658a0a99ab9\nvldumdx.dll,C:\Windows\System32\DriverStore\FileRepository\nv_dispi.inf_amd64_6f2a2658a0a99ab9\nvldumdx.dll is not digitally signed, which means that it has not been tested by Microsoft's Windows Hardware Quality Labs (WHQL). You may be able to get a WHQL logo'd driver from the hardware manufacturer.

All drivers should be downloaded and installed from the Dell website unless there are unusual problems:
    https://www.dell.com/support/home/en-us/product-support/product/xps-8700/drivers

Please reinstall the Nvidia GPU drivers from the Dell website.
    Then perform Windows updates.

If there are any future problems related to an attached device please take pictures and post images into this thread.

These are some trial and error steps:

If there is another user on the computer logon with this user and report whether the problem still exists or disappears.

Open administrative command prompt and type or copy and paste:

    a) sfc /scannow
    b) dism /online /cleanup-image /restorehealth

Post images or share links for the commands with results into this thread.
If share links are used please use one drive, drop box, or google drive.

Where there multiple users on the computer?

    What happened with each user?

For all steps / tests please post images or share links into this thread.
    (scannow and restorehealth)
