Windows Server LTSC and Semi Annual Channel Windows

I have yet to upgrade to Server 2019 or 2022 but I have questions regarding the operation of Group Policy and what is required of Windows Server to stay up to date with the Semi Annual Channel of Windows.

Assuming we have a Server running Server 2019 or 2016 with active directory and group policy settings on Windows endpoint machines.

Obviously Windows Server runs on a LTSC version of Windows such as 1809 for 2019. While regular Windows 10 machines run Semi Annual Channel and receive 36 months servicing on Pro editions.

Right now the latest version of Windows 10 is 21H1. Would Server 2019 still be able to control Windows 10 Group Policy for new features that were not existing being Windows Server 2019 is now "Older in the OS" then the version of Windows running on end user machines?

Would Windows Server 2016 or 2019 Support Windows 11? Or would Windows Server need to be updated to the "Next Version" once it becomes available? Such as 2022?

It would only make sense for me in an Enterprise environment for Windows Server to run the exact version used by the end machine (Windows 10 1809 for 2019 or 1607 for 2016) or later then the newest version of Windows on the "Domain"

Obviously there are LTSC versions but that's corresponding to the LTSC version of Server. Such as LTSC 2016 or 2019.
