How can I set windows iot enterprise running like windows iot core?

Previously I used windows IoT core to make an embed system for my device.

Now I want to replace windows IoT core with windows IoT Enterprise.

After I installed it, I found it is the same as the normal windows 10 system.

I want the system to run one APP in the foreground at a time.

And also, I don't want my customers to open a website/play a game/open an office or do anything like normal windows desktop system. The system is for industrial control, it needs stability and forbids anyone else to install any program at any time they want.

I just need an embed system. All of these above Windows IoT core does well. I don't know why windows IoT Enterprise turns out like this.

Is there any way I can set my windows IoT Enterprise running like windows IoT core? Thank you.

    Yes, Windows IoT Enterprise is the full version of Windows, but there are Device Lockdown features that you enable to block users access from Windows functions. Shell Launcher will allow you to launch a single application on start up. There are two versions of Shell Launcher V1 and V2. V1 is for normal EXE applications and is easily to set up. V2 adds support for UWP applications, but UWP applications are going away.
