Errors Uninstalling Exchange 2013 CU23

Question

We have an Exchange on prem estate consisting of Exchange 2013/2016 in coexistence. All mailflow has been moved onto the Exchange 2016 servers, including EOL hybrid. We've confirmed there is no traffic going through Exchange 2013 anymore, and all mailboxes have been migrated off Exchange 2013. Our intent is now to uninstalled Exchange 2013.

I'm currently getting errors when attempting to uninstall Exchange 2013 CU 23 from one of the servers. When I first attempted to uninstall it I did so from Program and Features. The uninstall got as far as step 3 and then errored/stopped. Now is I attempt to run the uninstall again from Program and Features I get the error "An incomplete installation was detected. Run setup to complete Exchange Installation."

I've also attempted to uninstall Exchange from elevated command line against a freshly extracted download of Exch2013 CU23 using the command "setup.exe /mode:uninstall /IAcceptExchangeServerLicenseTerms" This gets as far as configuring the Client Access service, hangs on 19%, and then fails.

If you failed to remove your Exchange server from control panel, we could consider using ADSIEDIT to meet this requirement. However please note: This is a risky operation and is not recommended by Microsoft. So it’s best to do a good job of backup to avoid subsequent problems.

In addition, if you still want to recover your server then uninstall it, to resolve the error you encounter: The server cannot be recovered because Setup has detected that Exchange server roles are already installed. We could remove the value ConfiguredVersion from each Key that represents a role in Registry Editor... The path just like below lists

HKLM\SOFTWARE\Microsoft\ExchangeServer\v14\AdminTools\ConfiguredVersion
HKLM\SOFTWARE\Microsoft\ExchangeServer\v14\ClientAccessRole\ConfiguredVersion

As an update I've attempted to run a recovery install using the command

"setup /mode:recoverserver /IAcceptExchangeServerLicenseTerms"

This resulted in the error

"[11/05/2021 14:22:50.0124] [0] The server cannot be recovered because Setup has detected that Exchange server roles are already installed.
[11/05/2021 14:22:50.0171] [0] [ERROR] The following server roles are already installed: BridgeheadRole, ClientAccessRole, MailboxRole, UnifiedMessagingRole, FrontendTransportRole, AdminToolsRole, CafeRole."

Does anyone have any ideas how I might solve this?

Deleting my Exchange 2013 server with ADSI EDIT worked, and the links you provided gave the correct steps to do so.

Unfortunately editing the registry did not work to recover the server.
It was too far gone!
