Sysprep is messing up Settings->Updates&Security->Windows Security Open Windows Security button On Win10 2021 LTSC

I am using Win 10 LTSC and have a mostly stock install on my unit. (just preloaded all of the drivers and such) .
I boot up to Explorer shell and all is fine as I can do Settings->Updates&Security->Windows Security and then press the Open Windows Security button and it opens as expected. I can reboot this images multiple times and no issues show up.

I then used Sysprep to reseal the drive and shutdown with a very simple answer file (see attached).
sysprep /generalize /oobe /shutdown /unattend:sysprepunattened.xml
149808-sysprepunattend.xml
I then boot up with the drive and it goes through the process and comes back up to Explorer. (normally I would capture the image and such but for now just doing this simple process to speed up testing. )

When I go Settings->Updates&Security->Windows Security and then press the Open Windows Security button nothing happens.
Also pressing on any of the protection areas like Virus & threat protection or Account protection .... nothing happens.

So I have run out of ideas of what to try next.

    Did some more testing and have found a pattern.

    1. Do Initial OS install with user0 and Open Windows Security button works.
    2. Do a sysprep with or without a answer file and create a new account user1.
    3. Login as user1 and Open Windows Security button works.
    4. Login as user0 and Open Windows Security button does NOT works.
    5. Do another sysprep loop and make User2.
    6. Button works for User2 but NOT work for User1 or User0.

    So has any one see this kind of issue?
    I can work around this but it just seems like something others would have come across.

    I did a stock install of Win10 IOT on my x86 unit and Open Windows Security worked. I then did the Sysprep and now it does not work.

    I get the same results if I type in the search for Windows Security and then try to select it , then nothing happens.
    Note Windows Security Settings does show something when selected but Windows Security does nothing when selected.

    Seems I can not upload an image to this answer so....
    The OS info is:
    Edition Windows 10 IoT Enterprise LTSC
    Version 21H2
    OS Build 19044.1348
    Experience Windows Feature Experience Pack 120.2212.3920.0

    Any suggestion of what to do next?

    Note I had the same issue in 2018 LTSC version but it is running a custom setup. (policy settings, reg setting, etc ) I did not do the full standard test on it.

    What is happening is that the security app is UWP/APPX and gets messed up with Sysprep. The application has to be reinstalled. This article should help: How to Rest Windows Security App.
