What do the different numbers in the VMSS list view represent?

This VMSS size is currently configured to 15. What does the 47 in "47 ? 15" indicate? What does "43 of 87" indicate?

Here is the top of the instance list, clearly there are more than 15 instances listed:

That first screenshot is from the VMSS list view. The second is from the instance list view for a single VMSS.

Do you have automatic scale out rules enabled by any chance?

We do not have automatic scaling out, but we do have an automated system that changes the capacity setting via API (no more than once every 5 minutes).

I used the CLI to check the instances and it matches up with what I see in the VM instance list -- although it doesn't list any instances as "Running" ... ProvisioningState only says "Succeeded" or "Creating"
