If you are seeing a popup that Outlook is trying to retrieve information from Exchange , then yes, its typically a network issue on either the server or client side.
These usually go away in a few minutes and the connection is restored.

Ensure Outlook is in cached mode for the best performance.

    Hello @michael lustig

I guess you have already performed a network connectivity check:

You can do this by running the Outlook Connectivity test at https://testconnectivity.microsoft.com/. Ensure you use Autodiscover to detect server settings so this can be tested also. If you get any errors, please post the error/s.

You can try to Repair Outlook Data Files (.pst and .ost)
    https://support.microsoft.com/en-us/office/repair-outlook-data-files-pst-and-ost-25663bc3-11ec-4412-86c4-60458afc5253

    Maybe this would help too:

"Outlook is retrieving data from the Microsoft Exchange Server" message
    https://support.microsoft.com/en-us/topic/-outlook-is-retrieving-data-from-the-microsoft-exchange-server-message-after-you-upgrade-to-outlook-2010-or-outlook-2013-28ee9ffe-4170-7bd9-71d4-b0b756a87dc5

Hope this helps with your query!
