We do have a Site to site VPN configured from Azure to On Premises and we do have around 20 applications hosted in 20VMs. We now want to create Azure as the secondary passive site and host 20VMs which will be the replica of the On Prem VMs so that Azure VMs can take over the load if the on prem is down. Can we achieve the same via Azure load Balancer or Azure Traffic manager and if somebody can inform how can we securely and cost effectively achieve this.

We noticed that you had a follow-up question on your feedback response as below:
Question: If the Application url are required to be accessible via On Premises virtual machines and Azure VMs as the secondary site, can this be achieved by the Azure Traffic Manager or any solution is required to be used.
Answer: You can use Azure Traffic Manager only with Public/Internet-facing service hosted inside or outside of Azure. If your on-premises application is internet facing, you can use External endpoints in traffic manager to configure your on-premises VM along with Azure endpoints to host your setup.

If your on-premises application is not public facing and only available over private IP/dns, then you can use Application gateway. An application gateway can communicate with on-premises servers when they're connected by Azure ExpressRoute or VPN tunnels if traffic is allowed.
